Midwest City approves incentives for food processor

Midwest City leaders last week approved an economic development assistance agreement with a company that plans to build a food processing plant on the city’s north side.

Centrillium Proteins announced earlier this year that it plans to open a 55,000-square-foot food processing facility at an estimated cost of $20 million. The new facility will be located at 7210 NE 36th St. on property the company is acquiring from the City of Midwest City.

Robert Coleman, economic development director for Midwest City, detailed the terms of the economic development assistance agreement at the July 26 city council meeting. The agreement includes Centrillum Proteins, and MTG Properties Holdings, LLC, which is constructing the building and leasing it to the food processing company.
Under the economic development agreement, Midwest City will extend water and sewer lines to the property and construct a rail spur to serve the company. The sewer and water lines are expected to cost about $3 million.

Midwest City plans to fund the improvements through a tax increment financing district. The TIF district will use any increases in property tax revenues to be set aside to fund infrastructure improvements in that area. The proposed boundaries primarily run along NE 23rd St. between Post Rd. and Air Depot Blvd. The west boundary extends north to NE 36th St.
Under the agreement, Centrillium and MTG must meet a number of requirements for construction and operation of the facility. They must start construction of the 55,000-square-foot facility within 100 days of closing on the property and have a certificate of occupancy within two years.

They will need to disconnect from the Oklahoma City water and join the Midwest City water system within 90 days of when the service is available.
Information detailing sales and use tax collections for construction of the facility must be made available to the city. The companies must follow all applicable laws in construction and operation of the facility.

Centrillium is required to hire at least 90 employees at minimum average annualized wage levels as required by Oklahoma Quality Jobs Program. They must also retain the facility for at least three years after the date of creating at least 90 jobs.

The Midwest City Economic Development Authority, which consists of members of the city council, already approved the sale of the property to MTG in June. The company agreed to pay about $340,000 minus closing costs for the 24-acre piece of land.

At the July 25 meeting, city leaders also heard a presentation from Coleman and Dan McMahan, attorney representing Midwest City, on the proposed TIF district. The council will vote on the special taxing district at the Aug. 23 meeting.

    What kind of food will be produced at the plant and what odors will be produced and released in the surrounding area?
