City makes decision on East Charlotte Terrace drainage project

A small project for the City of Mustang got a decision made during the monthly city council
meeting at Mustang City Hall Oct. 1.

East Charlotte Terrace has a drainage project the city has been aware of for the past six-to-
seven months, as drainage water has been coming onto Charlotte Terrace. Justin Battles, the
Assistant City Manager for the City of Mustang, said the bids for the project were opened Sept.
19 before they were placed in front of City Council members at the Oct. 1 meeting.

City Council then accepted the bids, before proceeding to award the bid for the project to D.
Owen Construction, LLC for $115,080.00.

Battles said groundwater had been trickling onto the road, and said the city had concerns along
with citizens living near the area.

“It’s just a smaller project, and you don’t get a lot of people bidding on small projects
sometimes,” Battles said. “A lot of your big contractors are looking for the million-plus ones. So,
for us, in terms of drainage structures, we don’t do a lot of those that aren’t incorporated with
a road or road design. It’s a stand-alone, and so that would be what would be unique.”

Engineering did the specs for the project and ultimately provided the plans for the city to bid
out. Battles said the contract will come before the council Nov. 5 and then a pre-meeting will be
done with the contractor will be done after that.

Battles estimated the first week in December as a start for the construction, but reiterated that
it could be quicker depending on the contractor.
