Harrah changes charter

A total of 230 voters, within the City of Harrah, came out April 2 to weigh in on charter changes proposed by the Harrah City Council.

All three propositions passed.

Just a dozen votes made the difference in changing term lengths and establishing term limits for the Harrah City Council.

Proposition No. 1 was close with 121 voters saying YES, and 109 opposing the measure.

The proposition called for changing the current two-year term for the mayor and city council to four-year terms. The proposal also institutes term limits to two consecutive terms.
Proposition No. 2 passed 151-78.

The proposition expands the city manager’s potential residency choices.

The Harrah city manager can now reside within the corporate boundaries of Britton Road on the North, Pott County Road on the East, Triple X Road on the West and Interstate-40 on the South, or within the school district.

The largest margin of support was for Proposition No. 3 which was approved 161 to 68.

The change enables a council member who lives in the ward they represent to complete the term of office even if they move to another ward in the city. City Councilmembers are elected at large, but must reside in the ward they hope to represent in city government. Now, if an elected councilmember moves within city limits during their term, they can continue to hold office.
